Launched in 2016, the City of Philadelphia’s Taking Care of Business (TCB) commercial corridor cleaning program aims to (1) create clean commercial corridors, (2) grow the economic viability of businesses located on these corridors, (3) create work opportunities for Philadelphians, and (4) grow the capacity of local small businesses and organizations that provide cleaning services. With an increase in resources directed to the program, the City sought to evaluate its effectiveness and impact across its four overarching goals.

Ultimately winning the bid to evaluate the program with Philadelphia-based economic consulting firm Econsult Solutions, Inc. (ESI), The Intersect rated litter on all 85 TCB corridors. We rated every single block cleaned by TCB crews in spring 2021 and fall 2021 to get an accurate account of the program’s handle on keeping sidewalks clean.
